Notes for Business Reply Service

1. Description of Service

• Simply enclose in your communication an unstamped reply card, letter card, envelope or self-mailer. Local customers can then easily respond to your promotion by returning the reply item without needing to pay for postage. You may also incorporate with your print advertisement a special design to be used as an address label for affixing to an envelope or card. The addressee can post the card without stamps.
• Reply mail items are subject to the general regulations relating to letter post, except that they cannot be redirected after delivery at the business reply address. If business reply items are re-transmitted, they must be enclosed in an envelope with the necessary postage.
• Business reply items cannot be registered, insured or marked for express delivery. If they are tendered for registration, insurance or marked for express delivery, they will be treated as ordinary postal items and charged the normal postage plus the appropriate service fee.
• You may choose to pay the postman for the reply mail items received by cash upon delivery if the amount is below HK$l00, or you may choose to pay on a monthly basis.
  

2. Licence and Method of Application

• Before using Business Reply Service, you must submit an application form for registration. Subject to the receipt of all the required documents, fulfilment of the terms and conditions of the specific services and payment (if applicable), your application will be processed within four working days. Applicant must not print the International Business Reply items before a licence is obtained or before specimens are approved by Hongkong Post.
• The fee for a new licence is $150.
• You may submit the application form with three complete printed proofs of the envelopes, cards or labels by post to us or submit the application form and upload a 1:1 size sample of envelope, cards or label through Hongkong Post website for approval. The envelope, card or labels must conform in size, form and quality to the conditions prescribed for letter post and must be printed in black. The address side of the envelope or card should be printed strictly in accordance with the specimen approved by Hongkong Post. Approval must also be obtained from Hongkong Post for any reprint of card, envelope or label where it differs in any respect from the originally approved specimen.

3. Design of Business Reply Items

• The minimum permitted size of a business reply item in the form of a letter is 140mm in length and 90mm in width, and the maximum permitted size is 900mm in length, width and depth combined, but the greatest dimension must not exceed 600mm.
• The name and full postal address of the licensee must be printed in the same size and parallel to the length below the panel containing the licence number.
• A space of not less than 40mm must be left between the top edge and top of the licence number panel. A space of at least 15mm from the bottom and left- hand edge should also be kept clear.
• The words "NO POSTAGE STAMP NECESSARY IF POSTED IN HONG KONG" must be printed bi-lingual on the top right-hand side, near the two vertical lines. The word "POSTAGE WILL BE PAID BY LICENSEE" must be printed bi-lingual in the top left-hand corner. The name of the licensee may be used instead of the word "Licensee".
• The arrangement of words (both English & Chinese) at both corners of the specimen must be exactly the same as following:

• The design, including the vertical lines and address, should preferably be printed in black but any deep colour such as dark brown and dark blue will be accepted with the exception of red, orange, green or yellow. Black lines printed on a light-coloured background will also be accepted.
• Nothing other than the design, licence number and address may appear on the front of the reply items.
• Self-mailers must be in the form of an aerogramme with three adhesive flaps.
• Business Reply envelopes must be with adhesive flaps.
• Envelopes with tuck-in flaps may be used up to the following size-limits:

• Cards, self-mailers and envelopes must not be less than 0.25mm thick.
• "DELIVERY BEAT IDENTIFIER" will be advised by Hongkong Post when the licence is approved.
• Paper for a letter, self-mailer or envelope must not be light blue or dark in colour. Light colour envelope is acceptable but white envelope is preferred. Paper used for printing reply labels must not be too thick to ensure it can be easily affixed.

4. Method of Addressing

• The address must be arranged in correct sequence, in the case of English address, reference numbers and extraneous information, such as "For the attention of" etc. should be placed before the last four lines of the address of addressee. • Name and address of the addressee must be printed in same font size. The recommended character size and pitch of the address lines are as follows:
