Vantage (Courier) is a brand-new enterprise of Hongkong Post that provides an economical and speedy international delivery service by combining strengths of Hongkong Post with advantages of quality third party logistic operators and domestic couriers or postal services at the destinations*. Items sent to United Kingdom(Excluding Northern Ireland), USA, Australia and New Zealand are applicable to personal customers and commercial customers, items sent to European Union (EU) destinations are applicable to commercial customers with registered Import One-Stop Shop (IOSS) number only. Merits

The requirements and restrictions for customs clearance vary between commercial items and mail items. Please ensure that the mail does not contain any prohibited items. Otherwise, the mail item will be returned to the posting office in around 5 to 7 working days for collection and the postage paid will not be refunded.

Besides, a mail item will be returned to the sender in case of unsuccessful delivery irrespective of any reason. Customer shall pay a service charge equivalent to the amount of postage for the return of the mail.

^Mail items posted by Vantage services adopt commercial customs clearance. All Vantage items sent to European Union (EU) destinations must provide an Import One-Stop Shop (IOSS) number for customs clearance. Hongkong Post will not accept those Vantage items without an Import One-Stop Shop (IOSS) number sent to the EU destinations.

It will take 4 to 15 working days for air mail items to reach recipients, subject to flight availability, progress of customs clearance and aviation security check, etc. Estimated transit time is based on the actual working days incurred at the destination, excluding the day of posting and the time taken for customs clearance, and is for reference only. Compensation

Liability for Loss or Damage for Vantage (Courier) Mail Item

  • Every mail item shall be accepted for transmission by Vantage (Courier) under, and subject to, the provisions of the Post Office Ordinance, and the Regulations and Rules made thereunder.
  • "Delivery" is defined as the usual manner of delivering postal mail items to the addressee.
  • Compensation on an ex-gratia basis may be payable in respect of loss of or damage of Vantage (Courier) items in the following manner:
    1. Full refund of postage paid may be made* in case of total loss, or total damage, but paid value-added tax, customs duties and administrative fee are non-refundable.
    2. A mail item posted without the status of successful delivery or attempted delivery being displayed on the website of Hongkong Post on the 45th calendar day from the date of posting or after (excluding the item being detained by the customs authority at destination) will be considered a total loss and the postage paid may be refunded in full*.
    3. Compensation for direct loss up to a maximum of HK$1,500* may be payable if it is proved to the satisfaction of the Postmaster General that the direct loss has been sustained by the claimant as a result of the loss or damage of the Vantage (Courier) item. The maximum amount of compensation will not exceed the declared item value on the Certificate of Posting, the content value shown on the purchase invoice / receipt and/ or the transaction record of the lost and damaged articles (or in case of documents, the replacement cost), or maximum HK$1,500 whichever is the lowest. No compensation is paid for indirect loss, loss of profits or any cost incurred by subsequent posting of the mail item.

In assessing claims for compensation in respect of Vantage (Courier) items, the following regulations shall apply:-

  1. The compensation paid will not exceed the market value of the item (excluding the market value of any message or information which it bears), or the amount of the damage sustained. Hongkong Post reserves the right of reinstating the contents of an item instead of paying compensation.
  2. Hongkong Post must be satisfied that the loss or damage occurred in the post.
  3. In the case of damage or loss of contents, the item should be retained for inspection as far as possible in the state in which it was delivered.
  4. If complaint is made that the contents of an item have been abstracted, the cover must be produced.
  5. All claims for compensation must be supported by the original or photocopy of the certificate of posting for the items concerned. Hongkong Post cannot undertake to provide duplicates or to search records for posting particulars in respect of certificates of posting lost or destroyed by sender.

*However, no compensation or postage refund is payable to Sender in case of:

  1. Return or confiscation resulted from customs clearance. The Customs will only inform the addressee about the progress of customs clearance.
  2. Delay in mail delivery.
  3. Damage resulted from insufficient packing
  4. Unclear description (e.g. sample, merchandise without detailed description of items), false, misleading or incomplete declaration that leads to failure of clearing from customs by delivery agent, seizure or detention of the package by the customs.
  5. Sender’s failure to provide required documents needed by import and export regulation of the destination prior to posting that leads to confiscation or return of item.
  6. Loss or damage caused by disasters, political risks, strikes, nuclear explosions, wars or epidemic.
  7. Content includes any of the prohibited items for Vantage (Courier) Service.
  8. Hongkong Post does not accept indemnity claims for spoilage of mail content including but not limited to food, cosmetics and skin care products.
  9. Failure of special services, such as request made after posting to change the name or address of addressee after posting, or to retrieve item for return to origin

Other Remark

  • Neither Hongkong Post nor the delivery agent at overseas has any influence over enforcement of local customs law by the Customs authority in the destination.
  • Any enquiries regarding loss of posting item must be made within three months from the date of posting; other enquiries (including damage to posting items) must be made within fourteen days from the date of successful delivery. The time required to respond to such enquiries and requests for information will depend on responses from the delivery agent at the destination.
  • Item(s) which is/are delayed in delivery is/are not applicable to any compensation, Hongkong Post will not provide compensation to customers who have their items insured in case of loss or damage.

Vantage (Courier) Insurance Service features an easy and convenient application process, and offers different levels of competitive premium. The interpretation of the insurance service and the processing of the claims are responsible by Assicurazioni Generali, S.p.A. , Hong Kong Branch.

Important Notes:

  1. Coverage: all risks of physical loss or damage of posted items by any external cause not excluded herein.
  2. Insurance on “Document” such as paper; identity, bank draft, invoice, passport, script, contract, deed or alike, must be clearly stated. Compensation amount shall be on reproduction value (re-apply or re-issue costs etc). All consequential loss or cost incurred will not be covered.
  3. Excluded Risks: due to delay; inherent vice or nature of the posted items; confiscation, destruction, condemnation or detention of the posted items by customs authority at destination or its representative on the grounds of illegality, mis-description, mis-declaration or mis-valuation, and due to disaster, political risk, strike, nuclear explosion or war. All consequential loss or cost incurred will not be covered, or any other exclusion as per Open Cover.
  4. Excluded items: mobile/smart Phone, computer, iPad/Tablet, notebook computer, animals, antiques, bullion, currency, bank notes, valuable papers, securities, all kind of fine jewelries/imitation jewelries (including but not limited to necklace, bracelet, ring, earring, and the like), crystal, stones and minerals, precious metals, furs, asbestos, lithium batteries, human remains including ashes, firearms, explosive and parts or thereof and ammunition, hazardous or combustible materials (as defined in IATA Regulations), narcotics, perfumery products, illegal property, the prohibited items as specified in Vantage (Courier) Service, and any items prohibited by any law, regulation or statute of any federal, state or local government of any country to or through which the shipment may pass.
  5. Inapplicable Destination: Crimea, Syria, Democratic People's Republic of Korea, Iran, Armenia, Kyrgyzstan, Macedonia, Moldova (Republic of), Mongolia, Turkmenistan, Venezuela, Cuba, Belarus, Libya, Myanmar, Russia, Ukraine and Uzbekistan (Republic of) &/ or United States Prohibited or United Nations Sanctioned Countries as per The Office of Foreign Assets Control ("OFAC") Regulations of the U.S. Department of the Treasury.
  6. Type (B) bears a deductible at 20% of loss per insured item.
  7. Incorrect or inaccurate description or incorrect premium will cause invalid claim.
  8. Customer is required to base on the claimed value of posting item to select the most appropriate sum insured. In case of queries, customer may contact the concerned insurance company directly for details.
  9. To make a claim, customer is required to refer to the insurance company concerned. Each claim is subject to the terms and conditions as specified in the "Notes on Vantage (Courier) Insurance" available at post offices.
  10. Hongkong Post will not provide compensation to customers who have their items insured in case of loss or damage.

Other Charges

  1. Return charge: The mail items will be returned to the sender in case of unsuccessful delivery. The customer shall pay a return service fee equal to the value of postage paid upon posting.
  2. Administrative fee for payment of taxes/duty: If the posted items involve customs duties, the addressee must pay the relevant customs clearance, or all other required service fees.

Enquiry before Posting

1 – Check Postage

"Check Postage" is a convenient step that only requires login to the website of Hongkong Post and a click on “Postage Calculator” then select Vantage (Courier) service. As the charges of Vantage (Courier) are based on the actual weight or volumetric weight of the mail, dimension of the mail must be entered.

Customers are required to provide the dimension of the mail, so they are recommended to measure the length, width and height of the mail in advance when preparing the posting label. The actual weight of the mail will be based on the measurement made by Hongkong Post.

How to measure “Volumetric Weight”

“Volumetric Weight” was commonly used in the private courier sector. The weight is measured by multiplying the length (cm) by width (cm) and by height (cm) of the mail, then dividing it by 6 000, and the unit is kilogram.

Customers can check the approximate postage required of the mail with the approximate weight of the mail as well as its length, width, and height.

Extra charges

Customers should be aware that extra charges, not limited to postage, may be incurred for the mail (as shown below):

  1. Charge for returned mail: A mail item will be returned to the sender in case of unsuccessful delivery irrespective of any reason. Customer shall pay a service charge equivalent to the amount of postage for the return of the mail.
  2. Administrative fee for payment of taxes/duties: If a posted item involves taxes, the addressee must settle the payment for customs clearance or other service fees.

3 – Notes before Posting

Limitations of prohibited items

The requirements and restrictions for customs clearance vary between commercial items and mail items. Please ensure that the mail does not contain any prohibited items. Otherwise, the mail item will be returned to the posting office in around 5 to 7 working days for collection and the postage paid will not be refunded. If the mail has already departed from origin, the customer shall pay a return service fee equal to the value of postage paid upon posting.

Information preparation before posting

In addition to the general posting information, the sender must also provide the following important information when preparing the posting label:

  1. The mobile phone number and email address of the sender and recipient

    When preparing the posting label, sender is required to provide his/her own and the recipient’s mobile phone number and email address to receive the following notifications; otherwise, delivery of the mail may be affected.

    • email/ SMS notification for payment of taxes
    • email/ SMS notification before delivery (only applicable to certain European destinations)
    • SMS notification for return of mail before the arrangement of mail returning to Hong Kong
  2. Harmonized System Code (“HS Code”)

    As Vantage (Courier) adopts the mode of customs clearance for commercial commodity, customers are required to not only declare truthfully the mail contents, but also provide the HS Code of the mail contents. The local customs authority will levy taxes according to the HS Code provided by the customer.

  3. Import One-Stop Shop Service Code (IOSS Code)

    Starting from 2 August 2021, all Vantage (Courier) items sent to European Union (EU) destinations must provide an Import One Stop Shop (IOSS) number. Hongkong Post will not accept those Vantage (Courier) items without an Import One-Stop Service (IOSS) number sent to the EU destinations.

Insurance Service

Vantage (Courier) has provided up to HKD 1,500 for customer’s posting protection. If the total value of mail’s contents exceeds HKD 1,500, customers can ensure the “Vantage (Courier) Insurance Service” to provide your mail with more comprehensive protection.

Prepare Shipping Label is a simple step. After checking the postage, estimated delivery time, and other shipping information, please select one of the following methods to prepare a Shipping Label online:

Mail in Hong Kong will be handed over to delivery agents for processing. The provision of flights continues to be tight due to the impact of the pandemic. Mails are therefore required to wait for the appropriate flight to depart from Hong Kong after handing over to airlines.

Under normal circumstances, the electronic information of the mail will be forwarded to the customs authority for import to proceed with customs clearance, and the time required is subject to the customs authority. If tax is to be levied on the mail, the customs agent will notify the recipient of the tax payment by email (please click here for the sample). The customs agent will issue such notice once only, and the recipient should follow the instructions on the email to pay the tax and related administrative fees before the deadline. If the message “Pending tax payment from the recipient” is issued, Hong Kong Post will remind the sender of the requirement by email notification. Please note that the time for the mail under the custody of the customs authority will not be counted towards the “estimated delivery time”

The stipulated period for tax payment of mail is subject to the actual circumstances. In general, for mail bound for the United Kingdom, the stipulated period is about 7 to 14 calendar days; for mail bound for other European destinations, the specified period is about 5 calendar days. The above are just examples cited for reference only.

After the recipient settles the tax payment, it takes about 2 working days for the customs agent to ascertain the receipt of payment. Once ascertained, the mail will be handed over to the delivery agent for transit to the destination for completion of delivery.

If the recipient fails to pay the tax before the stipulated deadline, the mail will be processed as unsuccessful delivery and returned to the sender. No postage will be returned and the sender will be required to pay a service charge equivalent to the amount of postage for the return of the mail.

Delivery process

Recipients of certain European destinations will receive an electronic message on the day of delivery and/or the day before delivery, and they can choose from other delivery options flexibly (options include change of delivery date or time, selection of pick-up location, delivery to neighbour, etc., which may vary between destinations)

Number of delivery attempts may vary between destinations. The normal circumstances are set out below:

For certain destinations, the delivery agent normally will notify the recipients by issuing them with a notification card, email or SMS message for unsuccessful door delivery, and the agent will then arrange for mail collection or redelivery or place the mail at the door of the delivery address. The ways of how a mail item is handles may vary among destinations subject to the actual circumstances.

Mails bound for Belgium, Denmark, Finland, Germany, Luxembourg, the Netherlands, Sweden, Australia and New Zealand will be delivered once only. If the delivery is unsuccessful, notification card will be issued to the recipient for mail collection at designated point. If a recipient has changed the delivery instructions for such mail before and delivery attempt fails at last, the mail will be directly returned to the sender instead of forwarding to the designated point for mail collection.

In view of all the above cases, if mail delivery turns out successful in the end, it will be directly returned to the sender. The sender shall pay a service charge equivalent to the amount of postage for the return of the mail.

Return Arrangement

If a mail item is found to have contained any prohibited item, the mail item will be rejected and returned to the posting office in around 5 to 7 working days and the postage paid will not be refunded. Hongkong Post will send an SMS message to the sender and the sender may collect the returned item at the posting office within two weeks upon receipt of the SMS message.

For mail items unsuccessfully delivered at the destination, the delivery agent will arrange to return the mail items to Hong Kong as appropriate, which may take around 1 to 3 months. The actual time required may be extended subject to the flight capacity or other factors under the pandemic. Hongkong Post will send an SMS message to the sender upon receipt of the returned item. The sender may settle the charge and collect the mail item within two weeks upon receipt of the SMS message.

Smart Reminder

According to past records, mails are returned mainly because of the following five reasons that customers should take note of:

  1. Failure to pay the taxes by the recipient
  2. Mail containing prohibited item*
  3. Failure to deliver the mail to the recipient
  4. Mail addressing to remote areas, special areas, P.O. Box, Parcel Locker, Locked Bag, Parcel collect or Private Bag
  5. Wrong delivery address

* For mails returned before export, the sender is not required to pay any charge

Delivery arrangement under the epidemic

To guarantee the safety of customers and delivery men, delivery agent may change the delivery arrangements in view of the actual circumstances of the destinations. In case of adopting contactless delivery, delivery men will place the mail at the door of the delivery address after it is agreed by the recipient.

7 – Mail Tracking

After posting, senders can track the delivery status of the posted item(s) any time via the mail tracing hotline, Hongkong Post website or Hongkong Post Mobile App.

Under the influence of the pandemic, mails bound for European destinations (except the United Kingdom) may need a longer period to reach the destinations. In addition, there may not be any update on mail’s delivery status during its transit. The status will be available only after the assessment by the local customs authority. As such, it is normal even if there is no update on the delivery status days after the mail is handed over to the airline.

Compensation on an ex-gratia basis may be payable in respect of loss of or damage of Vantage (Courier) items in the following manner:
