Dear Customers,

Starting from 1 January 2021
Electronic Customs Declaration Required for Mail Containing Goods Destined for the Mainland China, the 27 member states of the European Union, the United Kingdom, Switzerland and Brazil

Thank you for your continued support for the Hongkong Post service.

Senders must submit electronic customs declaration to the following destinations* when sending mail containing goods from 1 January 2021 onwards. The above requirement has been put into effect for the posting of packets to the United States of America since June 2019 and is now extended to cover all mail categories containing goods.

*The Mainland China, the 27 member states of the European Union (i.e., France, Germany, Spain, Netherlands, Belgium, Italy, Denmark, Sweden, Ireland, Austria, Luxembourg, Finland, Portugal, Poland, Czech Republic, Greece, Hungary, Croatia, Romania, Slovenia, Estonia, Lithuania, Cyprus, Slovakia, Malta, Latvia and Bulgaria), the United Kingdom, Switzerland and Brazil.

The required electronic customs information are the same as the current ones provided in the paper declaration forms, which includes:

  • the sender
  • the addressee
  • and the information and particulars of contents

To provide the electronic customs information, senders can make use of the various channels that Hongkong Post provides. These channels include online platforms of Easy PreCustoms, ec-Ship, My Speedpost, and the Hongkong Post mobile App. Senders can use computers or mobile devices to submit the information via these channels anytime and anywhere. In addition, the kiosk or tablet have been readily available in all post offices for added convenience to senders.

As informed by the postal operators of the above destinations, all mail categories containing goods that do not come with electronic customs information will be subject to delays in customs clearance or not be processed. Hongkong Post would also return such items to senders if they are found. Senders are encouraged to provide return address on mail items. In the absence of a return address, returned items will be destroyed. Postage will not be refunded for return or disposal as a result of such circumstances.

Using the pick-up service, senders shall make sure that the Speedpost items shall contain the electronic customs information. Postman will request the customers to provide proof of the submitted information to facilitate the completion of the collection procedure.
